    Posting this mostly so the next person searching finds an answer. The in-game explanation and the actual behaviour do not appear to match.

    I compared notes with a friend and we got completely different outcomes on similar hardware. Will update the post if I find a cleaner solution.

    Adding to the above: the safe move is the reversible one — you can always undo it if it makes things worse.

    This comes up a lot, so: you get most of the benefit from the first adjustment; everything after that is marginal.
