[Wuthering Waves] Difficulty settings — do you drop down or push through?

Not a complaint, just genuinely puzzled by the behaviour. The community consensus seems to have shifted twice since I last played.

I tested it across a couple of sessions and the difference was smaller than the forums made it sound. If someone has a link to a proper explanation, I will take it.
