Finally worked this out, so here is the write-up I wish I had found. Everything I read suggests it should just work, and for me it very much does not.

I went through this last month. do the cheap diagnostic first — it costs nothing and rules out half the causes.

Not the answer you want, but the wiki number is theoretical; real results are always a bit lower.
Worth a shot before anything drastic.

The usual fix here is you get most of the benefit from the first adjustment; everything after that is marginal.

For what it is worth, keep a note of what you changed, otherwise you cannot undo it cleanly later.

This is the bit people miss — the safe move is the reversible one — you can always undo it if it makes things worse.

From experience, give it a clean reinstall before assuming the hardware is at fault.
