Finally worked this out, so here is the write-up I wish I had found. What confuses me is that it behaves differently depending on the order I do things in.

    Depends on your setup, but broadly ignore the loudest advice; the boring answer is usually the correct one here.

    Others may have a cleaner method.

    Agreed on most of this, except do the cheap diagnostic first — it costs nothing and rules out half the causes.

    In my testing, give it a clean reinstall before assuming the hardware is at fault.

    That fixed it for me, at least.
