Spent most of the weekend on this and I am still not sure I understand it. The community consensus seems to have shifted twice since I last played.

    The in-game explanation and the actual behaviour do not appear to match. Thanks in advance to anyone who chips in.

    Only partly related, but the defaults are conservative on purpose, so there is usually headroom to gain.

    Had the exact same issue. you get most of the benefit from the first adjustment; everything after that is marginal.

    Quick correction to the above: do the cheap diagnostic first — it costs nothing and rules out half the causes.
